The researcher used a questionnaire as a tool for the study, which was distributed to senior leadership employees in the Palestinian civil service sector, totaling. (411) A sample of 199 valid questionnaires for statistical analysis was taken, considered representative of the study. The validity and reliability of the tool were examined, and it showed a high degree of validity and reliability</p> <p style="direction: ltr;"><strong>Results</strong>: The results showed a strong positive relationship between the quality of the services provided and sustainable development. There was also a significant effect of the dimensions of responsiveness, efficiency, and capacity on sustainable development in the civil service sector.</p> <p style="direction: ltr;"><strong>Conclusions</strong>: Civil service sector institutions should enhance their attention to modern technologies by focusing on the development of technological innovations related to service delivery and digitization, in light of an enabling environment for digital transformation in Palestine. The authers designed a tool "questionnaire" based on previous studies in building the dimensions of the study variables. The tool underwent tests of validity and stability before being adopted in measuring variables. The questionnaire was distributed to the study population consisting of administrative workers in local municipal units in Qalqilya governorate, totalling 119 employees who were selected according to the comprehensive survey, and 116 questionnaires valid for analysis. The questinnares were analyzed by the statistical packages program for social sciences SPSS.</p> <p style="direction: ltr;"><strong>Results</strong>: The total degree of the level of availability of DNA in the municipalities of Qalqilya governorate was high by 75.2%, and that the total degree of organizational agility level in the municipalities of Qalqilya governorate was high by 75.3%. The researchers relied on the descriptive and analytical approach, and a stratified random sample of 420 employees was selected, where the study tools were distributed to them through field visits. A set of 324 questionnaires valid for statistical analysis were recovered, while 96 questionnaires were excluded for unsuitability for analysis. The dimensions of organizational DNA included four main components: organizational structure, decision-making rights, incentive systems, and information flows. On other hand, dimensions of organizational immunity comprised proactive organizational learning, institutional memory, preventive defensive capabilities, and adaptive flexibility.</p> <p style="direction: ltr;"><strong>Methodology</strong>: The study adopted a descriptive correlational approach, using a questionnaire as data collection tool. Study population consisted of 140 administrative employees at Qalqilya Municipality, and a comprehensive survey sample was applied.</p> <p style="direction: ltr;"><strong>Results</strong>: The results revealed a statistically significant effect of organizational DNA on organizational immunity across all its dimensions, with the strongest effect observed on dimension of proactive organizational learning, and weakest on adaptive flexibility. The study population consisted of employees at Palestine TV in the northern governorates, with a purposive sample of 165 respondents.</p> <p style="direction: ltr;"><strong>Results</strong>: The results indicated that Palestine TV plays a positive role in promoting national values, particularly loyalty, belonging, and national unity. It was also found that the Israeli occupation is the primary obstacle to producing media content.</p> <p style="direction: ltr;"><strong>Conclusion</strong>: The study recommends that Palestine TV utilizes all available means and methods to enhance and disseminate national values within the community. The study highlights the positive influence of its dimensions on job performance and underscores the importance of responsiveness to external changes, effective decision-making, and flexible execution.</p> Asia Yagoub Alhadi Abdalkhair Copyright (c) 2025 http://creativecommons.org/licenses/by/4.0 2025-11-30 2025-11-30 10 22 10.33977/1760-010-022-004 The Reality of Electronic Human Resources Management in the Palestinian Public Sector Institutions in the Gaza Strip and Ways to Develop it: An Analytical Study https://journals.qou.edu/index.php/eqtsadia/article/view/4916 <p style="direction: ltr;"><strong>Objectives</strong>: The study explores the current state of electronic human resources management (e-HRM) practices in key Palestinian public sector ministries, including Health, Education, Interior, and the General Personnel Council.</p> <p style="direction: ltr;"><strong>Methods</strong>: The study employs a qualitative descriptive approach, interviewing 15 specialists about four HR functions: recruitment, wages and compensation, performance evaluation, and training.</p> <p style="direction: ltr;"><strong>Results</strong>: Results indicate varied levels of electronic implementation across these functions. Recruitment and selection achieved significant success, with 86.7% of interviewees supporting it. Performance evaluation followed with 69.2%, wages and compensation at 57.1%, while training was notably low at 36.4%, revealing e-training is still in its infancy. The study highlights significant benefits from enhancing e-HRM but also identifies major challenges, such as a weak legislative framework, outdated laws (especially the Civil Service Law), and the absence of unified systems across the West Bank and Gaza Strip. Additionally, the lack of sufficient financial resources further hinders development</p> <p style="direction: ltr;"><strong>Conclusions</strong>: The study recommends intensifying efforts towards e-HRM within a national strategy, updating regulations, and addressing political divisions. Data were collected through a questionnaire distributed using the available sampling method, targeting teachers in the Palestinian government secondary schools across the West Bank. The population consisted of 38,951 male and female teachers working in 899 schools. The sample size for each directorate was determined using the proportional stratified sampling method, 403 responses were analyzed.</p> <p style="direction: ltr;"><strong>Results</strong>: Statistical evidence suggests that emotional intelligence levels were high, while teachers perceived the transformational leadership practices of school principals to be moderate. Emotional intelligence skills were found to significantly influence transformational leadership, with the “Perceiving Emotions" dimension being the most impactful. While no gender-based differences emerged in emotional intelligence or leadership practices, age and years of service were associated with variations in these competencies.</p> <p style="direction: ltr;"><strong>Conclusion</strong>: Emotional intelligence serves as a fundamental pillar of transformational leadership within Palestinian schools, particularly in a context marked by contextual challenges and generational shifts. This research underscores the importance of emotional intelligence in educational leadership and offers actionable strategies for enhancing institutional resilience in challenging environments. It further examined the influence of knowledge management practices on crisis management capabilities within the Ministry.</p> <p style="direction: ltr;"><strong>Methods</strong>: A descriptive research methodology was employed, and a structured questionnaire comprising 61 items was developed to collect the necessary data.</p> <p style="direction: ltr;">The research instrument was distributed to the entire population of 560 employees at the Ministry, from which a sample of 229 male and female employees was drawn.</p> <p style="direction: ltr;"><strong>Results</strong>: The study showed several significant findings, most notably: respondents demonstrated a moderate level of awareness and application of knowledge management practices within the Ministry. Similarly, the perceived effectiveness of crisis management processes among staff was also at a moderate level.</p> <p style="direction: ltr;"><strong>Conclusions</strong>: It is essential to enhance knowledge management processes within the Ministry and to promote their importance among employees at both individual and all administrative levels, considering knowledge as a fundamental factor in increasing. The study sample was a simple random sample, based on the nature of the study population. To achieve the objectives of the study, a questionnaire was designed that included 53 paragraphs, which covered all axes of the independent and dependent variables such as strategic planning and institutional performance. Data were analyzed through the statistical package software (SPSS).</p> <p style="direction: ltr;"><strong>Study Result</strong>: The study reached several results, the most prominent of which was that the overall score of the reality of strategic planning and institutional performance in public hospitals in the southern West Bank was high. This indicates a direct relationship between the strategic planning process with its combined elements and institutional performance as measured by the balanced scorecard.</p> <p style="direction: ltr;"><strong>Conclusion</strong>: The researchers recommended the importance of strengthening the strategic planning process with its components including vision, mission, objectives, strategies, policies in the hospital sector through implementation and application mechanisms.
