The Impact of the Quality of Working Life on the Emotional Loyalty of Employees at the Palestinian Ministries

This study aims to evaluate the reality of the quality of work life among employees and the impact it has on their emotional loyalty at the Palestinian ministries. The study follows the descriptive and analytical research method. To achieve the objectives of the study, the researcher designed a special questionnaire to measure the quality of work life and it is designed to have 5 dimensions. The Researcher uses the scale that was developed by both (Allen & Mayer1990) to measure emotional loyalty. Moreover, The Study Sample consists of 221 general managers, directors and Heads of departments at five Palestinian ministries and they were selected using stratified random sampling method with the percentage of 10%.
Data processing is conducted statistically through using SPSS and by calculating averages, standard deviations, extraction of frequencies, percentages and the Pearson correlation coefficient (Pearson Correlation), the results shows the following:
-The reality of the quality of work life among workers in the Palestinian ministries scored moderate on the total score, so did the other dimensions except the dimensions of salary quality, and the quality of incentives which scored weak.
-The reality of the emotional loyalty with its various dimensions among workers at the Palestinian ministries scored moderate.
-There was a positive statistically significant impact of the quality of work life with its various dimensions on the Emotional loyalty of employees, scoring (0.813) for the correlation coefficient of the two items.
In light of the findings, the researcher concludes a number of recommendations, some of which are the need for paying the Palestinian National Authority (PA) more attention to the salaries and provide different incentives for employees by linking financial matters to the cost of living, the need to give more attention by the relevant administration to the empowerment of the employees through training and rehabilitation, the need to enhance the material and moral aspects of the work environment, and the need to involve employees in the strategic planning process, all of which should contribute to strengthening the quality of working life at the ministries , thus increasing the emotional loyalty of the employees.
