Business Ethics on Encountering Corruption - Case Study: Code of Conduct for Public Sector Employees in Palestine

The study aims to recognize the concept of business ethics, administrative corruption and the role of the code of conduct for public sector employees in Palestine in enhancing the business ethics to face corruption, and to raise the researcher’s efficiency through knowledge on the theoretical foundations of the concept of business ethics and corruption. The main research problem of the research lies in the following question: What is the role of the code of conduct for public sector employees in Palestine in term of the business ethics to encounter the corruption? There are some sub - questions to recognize the concept of business ethic and its role in the development of modern organizations and in facing corruption. How does the code of conduct improve the Palestinian public sector employees to enhance the business ethics?
The researcher used the historical analytical method and the personal interviews. The researcher concluded that the ethics of public jobs play a positive role in promoting the values of transparency, integrity and encountering corruption. Such values have a positive and direct role in the development of public institutions by minimizing the rate of corruption and its manifestations. The code of conduct in public sector employees in Palestine has contributed to enhance the business ethics, the values of transparency, integrity, protecting employees from corruption and its forms by raising awareness of the corruption issues and its various forms. The necessity of improvement of the public sector matching with the privacy of public institutions, providing periodic training for human cadres, and providing a guide to the implementation of the Code.
Based on the conclusions, the researcher recommended the necessity of committing all kind of organizations to adopt the concept of the code of conduct and to be practiced through business ethics, and to empower the employees with training on the responsibilities of the public sector. Effective programs should be set to reduce corruption, especially administrative corruption. As this can motivate employees to adhere to the ethics of the public service and institutionalize the code of conduct by including them in sectoral and cross - sectoral strategic plans in Palestine.
