The study aimed at identifying the degree of implementing governance rules in the public sector institutions in the West Bank and the most important obstacles from the perspective of its employees. The descriptive approach was followed by applying a questionnaire for a sample of 397 employees. After the data collection and analysis, the results showed that the degree of implementation of the governance rules in the public sector institutions in the West Bank from the perspective of the employees was medium. The weakness of the role of the media and the dominance of one man in the public sector institutions is one of the most important obstacles of implementation governance. There were statistically significant differences in the responses of employees with regards to the degree of application of the rules of governance in public sector institutions according to the variables of gender, position and qualification, while there were no significant differences according to the variable experience of the employee. The researchers recommended that the Palestinian National Authority should make additional efforts to implement the rules of governance in the public sector institutions and provide the appropriate environment for their application
