This study aims to shed light on the problematic and insoluble policies
of the support adopted by Algeria national authorities, notably those that
are linked to the support of grains and bread and the manner to modify the
support system that allows maintaining consumers’ purchasing power and at
the same time to help bakers attain a profitability that allows them to continue
in their business and activities. The reformations of the system of support must
contribute to the reduction of the expenditures of the State and its support
should be oriented to those who deserve it. The system should safeguard
the interests of all parties and allows the organization of the market and
its effectiveness and credibility. This study deals with the transformation of
grains and those who work in this industry, to define the identified imbalance
in the system of the support, and to furnish recommendations, suggestions
and solutions that aim to encourage competition in grain industry. This will
save a lot of the state’s expenditure and maintain the purchasing power of
low income people.
