Evaluation of the Donors’ Roles in Funding Projects from the Perspective of the Joint Services Councils in Jenin Governorate

The aim of this study is to evaluate the roles of donors in funding projects
implemented by all local councils in Jenin Governorate from the Joint
Services Council member’s point of view by examining the nature of these
projects, and the goals and policies of the donors.
To achieve the study goals, the descriptive methodology has been used,
and a questionnaire consists of 10 parts were distributed to 78 Joint Service
Council members, which represent 100% of the study population.
The results of the study revealed that the academic levels for the council
members vary, and that the councils do not have any specialized research
departments related to their functions. Furthermore, the aids and projects
funded by the donors are conditional, and the donors do not fund economic
projects.
In light of these findings, the study recommends issuing a legislation to
impose the requirement of certain educational level for accepting a member
or candidate for the local institutions, in addition to have independent
specialized research departments for each council or a joint one for all
councils in Jenin Governorate. Finally, the councils have to depend on
themselves for providing funding for lasting projects instead of relying on the
donors conditional aids
