The Consistency Between the Palestinian Administrative System and the Representative Bureaucracy Case Study: Qalqilya Governorate

Abstract

The current study aimed to identify the consistency between the Palestinian administrative system and the concept of representative bureaucracy (active and inactive), focusing on gender-active bureaucracy. The study was conducted on a sample of administrative employees in eight directorates. The sample consisted of 100 participants. The researcher used the analytical – descriptive approach. The instrument was composed of 20 items where the SPSS was used to analyze data. The Forecasting equation was used (Yx=ax+b) in the years 2013- 2019 so as to determine the number of workers in the governmental system till 2030. The study revealed that by the end of 2030, and reaching the sustainable development goals, the number of females in the Palestinian administrative system would be approximately 51% of the total number of employees. The study also showed that the Palestinian administrative system is consistent with an inactive representative bureaucracy of 64%, whereas it is consistent gender active representative bureaucracy of 72%. Moreover, the results indicated that there are no significant differences due to the demographic variables. However, there were slight differences due to the gender variable on the second domain (the representative bureaucracy) in favor of females. The study recommended that it should be taken into account that the low level of services provided by the administrative system as a result of the low number of employees. Also, political reconciliation should be present to improve the degree of representation of parties in the administrative system. The awareness of working women regarding the concept of active, representative bureaucracy should be enhanced.
