The core idea of this study suggests a new perspective about the philosophy
of Holistic Performance Management (HPM) , by looking at the organizational
performance through two perspectives: Internal Performance and External
Performance. Internal Performance concept is related to the performance
management of the components in the organization’s internal environment.
External Performance concept is the performance management of the
components in the organization’s external environment. Through literature
review which is related to Balanced Scorecard and different performance
excellence models, the study suggests a model that consists of six perspectives
by using a scoring rate one-- five; one equals bad, up to a maximum of five
equals good. In the second part the researcher used a questionnaire about
many internal and external organization components, using a scoring rate
one – seven. The study results show that internal performance succeeded by
66.9%, while the external performance succeeded by 67.78%, with an average
of 67.34% of HPM. I recommend the improvement of the performance of
different perspectives by applying the functions of management on different
performance levels in both organizations’ environments.
