The Rationality of the Palestinian University Classification Systems From the Point of View of Employees of the Palestinian Accreditation and Quality Commission

Objectives: The study aimed to evaluate the rationality of the classification system for Palestinian universities from the perspective of the employees at the Palestinian Accreditation and Quality Assurance Commission.
Methods: The researcher employed a qualitative descriptive analytical approach and conducted interviews as a data collection tool with a sample of 10 employees from the commission. The validity and reliability of the tools used in the study were ensured.
Results: The results indicate that the Palestinian universities need a vision that aligns with the needs of the local community. There should be clear pathways to fund scientific research and connect this research to economic development based on a knowledge economy to meet requirements and address problems. It has been highlighted that one of the steps to improve the current situation of scientific research is to raise awareness of the importance of collaborative research between universities and the business sector, to achieve a competitive advantage in advantage in advancing the community in the field of applied research, in order to keep pace with scientific developments and regional and global trends. Furthermore, it has been noted that criticisms of the criteria used to classify Palestinian universities stem from the reliance on standards that require comparing institutions that are fundamentally similar in all aspects. Current classifications compare universities that are not comparable at all, making them subjective and unscientific. The existing dependencies on the current reality are unsatisfactory, suggesting that the ongoing events related to university classifications will lead to a continued decline in the status of Palestinian universities. While Western universities continue to produce knowledge, Palestinian universities are merely consumers of it. Additionally, there is a lack of spending on scientific research. Conclusions: The researcher recommends that universities adopt internationally recognized indicators while considering local specificities, with emphasis on research quality (citation rates, publication in indexed and peer-reviewed international journals) rather than quantity. She also encourages researchers to produce applied scientific research aligned with global ranking standards, in addition to promoting university participation in international rankings.
