Rights of Persons with Special Needs and Their Representation in the Curriculum of Civic Education at Primary Education Levels (1st-4th Grades)

This study aimed at investigating to what extent the rights of people of
special needs were embodied in the Palestinian curriculum especially the
civil education curriculum in the low elementary stage (stage of Preparation
for the classes from one to four) .It also aimed to investigate the differences in
representing the people’s rights in accordance with the classroom’s variables.
The descriptive analysis tool was used in this investigation.It was found
that there was an obvious lack (shortage) in recognizing these rights, in the
civil education curriculum.
It was also found that there were differences and confusion in using the
idiom and terminology.The study found that there was concentration and
devotion only as a stereotyped case (movable handicapped) , in the subjects
of the civil education curriculum for the preparation period of the classes
from one to four.
The recommendations the two researchers had reached out in the light
of the consequences were:
♦♦ The rights of the people with special needs should be recognized and
embodied as an essential pivot (center) in the terminology of the civil
education curriculum.
♦♦ Concentration on the quantity of knowledge for the rights of those with
special needs, through bringing in modifications and change on these
subjects, belonging the preparation period of civil education curriculum
(1 to 4) .
♦♦ In proper logic and obvious sequence, these rights should be put forth
and introduced within the subjects and classes which had been studied, in
accordance with age groups.
♦♦ Putting forward all the rights for the whole groups of those with special
needs and not concentrate on one stereotype.
♦♦ Confirmation on the adoption of this issue: “the right of a special need
should be a human right.The principle of equal opportunities, principle of
contribution should be applied; and not looking to the subject as a help
