Evaluating the Quality Standards of E-Learning at Al- quds Open University in the Light of International Quality Standards

This study aimed at measuring the extent at which Al-Quds Open
University e-learning quality standards in educational, technical and
administrative fields are matched with the international e-learning quality
standards in the same fields.
To achieve this purpose, the study used the descriptive method on a
sample of (84) of Al-Quds Open University (QOU) faculty members who used
e-learning in teaching, and on another sample of (1554) learners who were
involved in e-learning at QOU.
Two questionnaires were electronically distributed, one for each group
in order to estimate the quality standards of content, instructional design
of e- courses, and support for supervisors, and the administrative services
for supervisors and learners. Both questionnaires have been validated by
referees. Cronbach alpha equation was used to measure stability. The data
collected was analyzed by SPSS package.
The results revealed the criteria for quality of content and instructional
design, the support of the supervisors and learners, and administrative
services of QOU e-learning quality standards in educational, technical and
administrative fields exist. There are no significant differences in the estimated
rates of Q.O.U faculty quality standards, due to gender or academic ranks.
However, there was a difference in the estimated rate due to specialization.
Based on the study results, it is recommended that QOU should work
on approving its e-learning standards. It is also recommended that in light
of the growing competition in the applications of this type of education
both regionally, and internationally, efforts should be directed to promote
an e-learning quality culture. It is also recommended to keep assessing the
quality standards at QOU to be able to compete on the regional and the
