E-learning practices in Light of International Quality Standards: A Comparative Study Between al-Quds Open University and the British Open University

Objectives: This study aims to analyze e-learning practices at both Al-Quds Open University in Palestine and the British Open University in the United Kingdom, in light of international quality standards, particularly SCORM and EADTU standards.
Methodology: The study adopts a descriptive, qualitative, comparative approach to reveal the reality of each university and identify the similarities and differences between the two experiences.
Results: The results show that the British Open University possesses a mature system for designing e-content, providing access, offering academic support, and implementing international quality standards. The findings also indicate that Al-Quds Open University makes significant progress in developing its digital platforms, provides a robust technological infrastructure, and offers continuous support to students and faculty members. However, further development remains needed in the areas of e-assessment, periodic quality review, and documentation of digital education policies.
Conclusion: The study proposes enhancing the alignment of practices in open universities with international standards, leveraging the British experience in content design, developing academic support, and integrating digital technologies, thereby contributing to improving the quality of e-learning.
