Media and Community Participation for the Development of the Local Groups’ Function (Algerian Experience)

This study examines the role that civil society can play in conducting and promoting the local facility and administrative decision-making and control through the mechanism of the right in the media ; the paper also deals with the extent of the success of this mechanism in achieving an ideal local development. The idea of participatory civil society can only be expressed in a democratic society through intermediary organizations representing their interests, and the local administration can not be effective without activating the role of the local community organization to achieve a true partnership through the transparency of the administrative activity so that the local community can never be free from censorship. In fact ,the Algerian experience approved a supportive framework for the transparency of the work of local groups, as well as the way for civil society participation in the local management of the facility indirectly to achieve local development.
