The aim of this study is to clarify some factors for the cultural rise and decline as shown in the Holy Quran, and to demonstrate the Quran’s role in forming these factors. To achieve this aim, the researcher followed the deductive and inductive approach. The study included two themes and four subjects. The first theme has the title of "the factors of cultural rise in the Holy Quran” which includes two subjects, the amalgamation factor (the Islamic Theology) and the freedom factor. The title of the second theme is about the factors of the cultural decline in the Holy Quran with two subjects: the first is the corruption factor and the second is the limitation factor in the experimental research.
The study suggests that the Islamic Theology "amalgamation" between thought and behavior is the most important factor that contributes in the rise of a culture. Moreover, Mankind is considered to be the basis of the cultural existence and prosperity, so it is the responsibility of Mankind to resist the different kinds of corruption since it is the most dangerous ailment in the nation. The study recommends stakeholders who are in charge of the educational and social system to take into consideration the results of the study concerning the factors of the cultural rise and decline in the Holy Quran, to be connected with the educational field in a practical and clear way
