Abstract

This paper concentrates on self-evaluation of educational institutions using

the basic theory of development and bringing University education upto-

date. The theory of evaluation has been changed from a secondary role

of the government towards Universities to a comprehensive basic one of an

educational operation.

If the comprehensive evaluation is important in general for an educational

institution, it is more important for Universities that follow the Distance

learning and Open Education, such as Al-Quds Open university. Applying

comprehensive evaluation leads to achieving goals for these Universities.

On the top of these goals are: raising the academic level and standard,

growing the level of innovation, linking all educational processes together,

and reaching a comfortable level of renovation and development for

the institution.

At the same time quality education will be guaranteed for both educational

products and educational services.
