A proposal for Developing the Administrative Practice of the Head Administrators at Al-Quds Open University.
This study aimed to develop a proposal plan regarding the dimensions of the administrative practice of the head administrators at Al-Quds Open University in Palestine (West Bank).
The study attempted to provide answers to the following central question:
(What is the level of the dimensions of the administrative behavior of the potentially successful head administrators as seen by the head administrators at Al-Quds Open University?)
This questions has emerged from the following sub- questions:
1. What is the level of the philosophical, ethical, personal, motivational, cultural group, conflict,development,andevaluationdimensionsofthepotentially successful administrative head?
2. How can the dimensions of the administrative behavior for the leaders be arranged in a descending manner according to the degree of importance?
3. What is the highest subordinate standard for each dimension of administrative behavior of potentially successful head administrators arranged in a descending manner according to importance?
4. What is the proposed model of administrative behavior for the potentially successful head administrators of Al-Quds Open University?
The study population consisted of 57 administrators according to the Personnel Affairs Department statistics including the president, the vice-presidents, the heads of the departments and centers directly linked to the university presidency as well as the directors of the educational regions dis tributed in the Palestinian areas (West Bank) in January of the academic year 2005/2006.
To achieve the aims of the study, the researcher used a questionnaire he had developed, which consisted of 60 standards distributed over ten administrative behavior dimensions. The questionnaire was tested for validity by experts and for reliability (which reached 0.93) using the Cronbach alpha.
In order to answer the study questions, the researcher used the following statistical analyses: means, standard deviation, percentages for standards, and the total degree for every dimension .
The study concluded the following:
1. All the 10 administrative behavior dimensions obtained an agreement degree higher than 80%
2. The ethical dimension for the administrative leader ranked the first.
3. The conflictdimensionrankedthetenth(thelast).
4. 55 Standards out of 60 dimension standards achieved an agreement degree of more than 80%.
5. 5 Standards achieved an agreement degree of more than 70%.
6. The researcher arrived at the possibility of suggesting a proposed plan for developing the administrative behavior of the head administrators at Al-Quds Open University.
