The Administrative body in the Palestinian Institutions: Reality and Ways of Reform

This study aimed to identify the nature of the administrative reform
process in the Palestinian Authority’s institutions in terms of the obstacles
and challenges facing the operations of administrative reform, in addition to
making proposals to these reforms. In order to achieve the objectives of this
study, the descriptive approach, which fits such studies, was used depending
on a questionnaire. The questionnaire’s validity and coefficient stability were
examined. The complete enumeration Method was used, which included all
governmental employees in the directorates of the Palestinian Authority in
Jerusalem suburbs. The fourteen directorates included (204) employees,
but only (159) questionnaires were restored. Results were extracted by
computerizing the collected data, using the statistical program SPSS.
The study found a set of results. The most important showed that there
is poor distribution of staff on governmental jobs by not hiring the right
person for the right job, depending on professionalism. The other important
result is the current salary level which does not meet the staff’s aspirations,
in addition to a lack of clarity and fairness in the promotion system, a non fair
distribution of tasks among employees, as well as the fact that employees do
not take part in the development of ministries’ plans.
The study recommended a range of important recommendations which
include: The need for adopting the principle of specialization when filling
governmental jobs, the need to ease restrictions on public administration
to get rid of obstacles and challenges facing the process of governmental
administrative reform, the need to follow a strategy that focuses on structural
and organizational aspects, and the formation of a special body to follow
up implementation and monitoring of the administrative reform process.
The study also recommended that the Palestinian government adopt the
study proposals that contribute to the administrative reform process side by
side with the development of targeted training programs, the prosecuting
corrupted employees, sincere evaluation of staff, and finally the adoption of a
specific timetable for measures of administrative reform.
