Total Quality Management Criteria at the Higher Education Institutions

This study is dealing with a subject, which attained more interest from
educational specialists. It aims at preparing and developing an instrument
for assessing the degree to which (T.Q.M) principles and criteria are met in
the higher educational institutions. The final form of the developed TQM
scale consists of (52) items reflecting validity and reliability criteria, and
covering four basic domains in total quality management. The scale is administered
to (60) professors and teaching staff at Al Quds Open University
in Gaza strip.
In the light of the results the author recommends to utilize the scale
for determining the existence of TQM principles and criteria in the higher
education institutions in order to enhance the teaching- learning process
and to improve the quality of education and its out-puts.
