Abstract

The positive response of the Palestinians to the Arab and international
pressure to negotiate with the Zionists in order to reach a political solution of
the Palestinian issue was seen as a breakthrough in the Arab- Israeli conflict.
It has not only changed the behavior of all parties of the conflict, but it also
changed the Palestinian revolutionary thought that had always rejected the
idea of a peaceful solution of the Arab- Zionist conflict.Thus, the signature of
the Oslo Accords in 1993 was considered as a deviation from the principles
of the Madrid conference because the Palestinians gave the Israelis further
concessions in freeing the Israelis from the application of the U.N.resolutions
that had aimed at ensuring the basic rights of the Palestinians namely:
Jerusalem issue, refugees rights and the return to 1967 borders.
In spite of the Palestinian Authority's commitment to implement all
the requirements of 1994 treaty including the security measures and the
amendment of the Palestinian National Charter, the Israeli government
carried on its unilateral strategy by imposing new realities on the ground
through the implementation of its colonial and expansionary strategies in the
Palestinian territories.
After the outbreak of the Second Intifada (Al- Aqsa Intifada) , the
Palestinian- Israeli negotiations got into a deadlock.Consequently the
Palestinian political system has known a set of transformation on the
structural and functional levels dividing the Palestinians into two categories,
the proponents of the negotiations process to reach a solution on the one
hand, and those who are against this way, on the other hand
